Normally, when Silent Arbiter is on the battlefield, no more than one creature can attack or block.<\/p>\n<p>Now Brimaz&#8217;s little friend attacks alongside Brimaz, as a result of his triggered ability. This works because Silent Arbiter sets up an attacking (or blocking) restriction. It merely prevents attacks from being declared by more than one creature. He is not able to prevent Brimaz from triggering.
