Lev Kotlyar (Russia) has been promoted to Level 3 at Grand Prix Lille. His Regional Coordinator Eugene Bazhenov wrote a few words for him:

Here you see Lev, the most recent addition to the Level 3 family, one of the prominent leaders of the Russian-speaking Judge community and a long-time friend!
It’s been a few years since he’s been tested to Level 1 and has soon become a strong voice in the community. Above all the great work he does Lev contributes to the community a very valuable set of skills that others benefit from – one of a diplomat, a voice of reason, and the highest standard of ethics, impartiality and professionalism.
In his regular judge life Lev is usually seen judging larger events, giving feedback to judges he interacts and reflecting on his own performance at said events. He is passionate about helping others to improve and coordinates a large part of the community’s translation projects so that the wealth of wisdom from around the world is available to judges who don’t speak English here. Part of his education is aimed at players and potential judge candidates for whom (with the help from other leaders of the community) runs a social media group where Magic rules are discussed in a fun and educative manner. To some of you he might also be known as a manger of the “Card of the Week” project, a blog where tricky card interactions are discussed weekly and that is currently translated into four European Languages.
I can talk hours about Lev, but I should probably stop know before this modest guy turns completely red.
