The Two-Headed Giant mulligan process is very similar to the regular process. Each player on the team going first decides if they wish to mulligan, then each player on the other team decides. Everyone who wanted to mulligan does so simultaneously. (You don’t get to see what your teammate draws from a mulligan before deciding yourself.) In Two-Headed Giant each player receives a free mulligan meaning they still draw 7 cards after their first mulligan. However, any further mulligans work as normal where a player draws one less card when drawing a new hand after mulliganing.
