Arc Trail text states refers to two separate targets. Normally you can target the same object or player for each instance of the word target in its text. However in the second instance in Arc Trail’s text is states ‘another target.’ This means you must have two different legal targets in order to play Arc Trail, you cannot have it deal three points of damage to a single target.
